Tough and next to impossible. It used to bother me a lot because I grew up with his ideals, believed in them totally till reality hit me when I married and moved away, setting up home on my own. Everything from a train ticket, to housing, getting birth certificates or any other certificate issued, phone connections/transfers, just about anything is tough unless palms are greased.

The neighborhood indeed has changed. Personally I prefer friendly but not-too-nosy sort of neighbors!! In this cyber age I think we know more about and interact more with our virtual friends than next-door ones. We even vibe better with the virtual ones!! Nice lines Vijay. Thanks for the note.
That is absolutely true. Understanding oneself is the first and most important need.
Well I would like to mention my father as one who never paid any bribes. But then, he is 84 years old, has lived in India all his life, has owned a vehicle (a fiat), never owned a house or commercial establishment of his own. And no, he has not had to lodge a police complaint as far as I know. So I don't know whether he qualifies as per your conditions. I can only say he never took or gave bribes. When we were little kids, he would not even accept toffees gifted by his subordinates to us his children. If they insisted, then he insisted on paying them for the gift.

BTW I fret and fume over the fact that my maid who has a hand-to-mouth existence had to pay a bribe from her meagre earnings to have files move in the Tahsildar's office so that the old age pension would be sanctioned for her ailing and bed-ridden mother. How the heck anyone can ask someone below the poverty line to pay for services that ought to be free in the first place astounds me.
